Umeme counter rallies large trading volumes in three days
Kampala. Following a growth in dividends by five times for 2018 to Shs40 per share from 2017’s Shs7.6 per share, foreign institutional investors are buying Umeme shares as others opt out.
The Umeme counter has grossed Shs8.68b in the past three days from a sale of 28 million shares.
This has been a generally rare occurrence on the Uganda Securities Exchange given the volume and amounts involved.
According to an industry source who asked not to be quoted because they are not authorised to speak officially on the matter, the trend is driven by institutional investors.
“These are institutional investors,” he said, adding: “The ones that are selling have held the Umeme shares for a while and at this point they have nothing to lose as the share price itself is not bad.”
For those who are buying the aggregated 28 million shares bought in the past three days would fetch a dividend of more than Shs1.12b, which is worth the investment in that short time.
In 2017, regulatory requirement chopped off Shs115b off its profits to close that year with only Shs35b.
In 2018 the company almost quadrupled its profits at Shs132b thus the accruing dividend.
Umeme has been recording some good growth, especially in customer numbers which have grown to 1.3 million customers as of close of December 2018.
The shift to prepaid metering for most of its customers has greatly improved Umeme’s revenue streams.
However, the company still faces challenges such as collecting outstanding debts from government, where arrears of power bills are increasingly becoming exorbitant.
In the last six months, Umeme connected at least some 46 new industrial customers that have greatly boosted its numbers.

“But I have done nothing wrong,” was all 12-year-old Jack* could say as he was being led to the police station in Kabale recently.
The pre-teen had been arrested for sodomising another child. When questioned further, Jack said he was only trying out things he had seen on his elder brother’s phone.
While some people were shocked by his actions others still blamed his brother for not being cautious.
There is such a thing as protecting your information from being leaked and also protecting children and the people that may find themselves subjected to the viewership of online content. That in a nutshell is what cyber security entails.
Cyber security involves many things, it can refer to the technologies and processes designed to protect computers, networks and data from unauthorised access.
Lillian Nalwoga, President of the Internet Society Uganda Chapter (ISOC) says cyber security should be a priority in Uganda because many Ugandans are getting online to connect with each other, conduct business as well as engaging with government to improve service delivery.
She adds that the rise of social media has driven many people online especially the youth who use it for connecting with friends and finding new opportunities.
“The way the Internet was built is such that it operates without boundaries, with no single entity owning it or governing its use. Therefore, whatever is shared on the Internet is shared with the entire Internet community,” she says.
James Saaka, Executive Director National Information Technology Authority Uganda (NITA-U) adds that the need for cyber security is growing in Uganda as we embrace an online culture.
“On social media for instance, we have a duty to protect our children from cyber bullying, cyber stalking and many other vices.
“The cyberspace provides uncountable opportunities for business, learning, social development, which must not be overshadowed by the vices,” he points out.
ISOC Uganda has worked with different stakeholders to raise awareness on different cyber security issues in the country.
Among these, they have joined hands with different Internet players in hosting the Uganda Internet Governance Forum, a forum that brings together different actors in the digital sphere to deliberate on several Internet issues and cyber security has been at the centre of these discussions.
Measures taken
“We also have an initiative on promoting Child Online safety in Uganda. We have worked with three schools and government through Ministry Of Information And Technology, NITA-U and Uganda Communications Commission to sensitise young people on how to be safe online,” Nalwoga adds.
ISOC has produced an online safety education kit that can be used by schools in Uganda to protect young people from the dangers of being on the Internet. - This can be accessed on http://Internetsociety.ug where parents are given tips on how to protect children against different aspects that pose as a threat to children on the Internet.
Saaka adds that Internet users need to educate themselves on responsible use so that they can safeguard from such crimes. NITA-U has developed and disseminated social media guidelines found (http://www.nita.go.ug/publication/government-uganda-social-media-guide) for government employees, these are also available for the general public to adopt.
The spread of Internet use is going to continue changing the way we live and interact and it is important that we act as responsibly online as we do offline.
How to protect yourself
Nalwoga says the first thing is to educate the public to desist from participating in such action (i.e agreeing to have their pictures taken or videos recorded). Why, you can never tell where and who will have access to that information. Secondly, if one is to take part in such an activity, they need to have proper security systems installed on their gadgets to avoid leakage of such information.
Saaka advises people to maintain the same vigilance they have towards personal security in their offline lives as they do business online.
“If you cannot walk on the streets of Kampala half-naked, then the same rule should apply online. In the same breath, if you lock your door before you go to sleep then you ought to lock your phone,” he says. “The principles which apply in our offline lives should be the same online because the Internet space has even more eyes.”
Nalwoga says that it is possible to have such wrong content not circulated as it can be censored right from the service provider.
But this involves violation of Internet principles as service providers will be required to be on the alert in monitoring, creating filters and blocking of this content thus making them liable to content shared on their networks (with or without their knowledge) as provided in the Anti-pornography Act.
However, this should not be the case. Service providers should not be liable to content hosted on their networks instead; they should be able to remove certain content after receiving notification from a user.

Fans at the World Junior Hockey
Kampala- Only four of 10 juice processors observe the basic recommended hygiene practices, Uganda National Bureau of Standards (UNBS) executive director has revealed.
Speaking in an interview after an engagement with juice and beverage manufacturers last week in Kampala, Mr Ben Manyindo attributed the poor compliance levels to lack of regulation.
In the absence of proper regulation, Mr Manyindo said the juice sub-sector has been left exposed as evidenced by the mushrooming producers, most of whom do not care about standards and basic manufacturing practices.
“At the moment it is difficult to understand or even know how many juice manufacturers exist. This is because it is so easy for anybody to start making and packing juice in a bedroom or a garage without securing formal approvals,” Mr Manyindo said.
He continued: “Some makers of juice pack coloured water and claim it is natural juice as others use materials (Kaveera) that may not be the recommended ones, let alone working in a dirty environment. In our estimation, we believe that 60 per cent of the manufacturers are not compliant.”
Mr Manyindo said engaging the industry players is a step towards enforcement of the standards, which is long overdue. The enforcement, he said, is in an attempt to safeguard the health of the consumers who are already exposed to diseases such as the current typhoid outbreak in Kampala.
He said: “This meeting is to understand the challenges you are going through and how we can help you become compliant. After here, we are going to enforce compliance and we do not expect anybody to say he/she didn’t know this was coming.”
The UNBS manager in charge of quality assurance, Mr Martin Imalingat said industry players have failed to apply the necessary requirement despite the availability of such standards.
He said the standard rotates around manufacturing practices of production processes, an area where there is a blatant abuse, understanding the standard requirement you need, hygiene, labeling and packaging.
“You must understand what kind of additives, preservatives, sweetener or food colour to use. It must be clear to know if your product is an imitation drink or a natural one. And you must maintain the hygiene standards at all times or else you will be putting the health of consumers’ ay risk.”
Although more than 400 industry players such as juice processors, water manufacturers and makers of imitation drinks and beverages have been talked to about compliance and standards requirements, Mr Imalingat says slightly more than 100 have been certified.

Acute water shortage hits Karamoja region
NAKAPIRIPIRIT- Women and children in Karamoja sub-region are being forced to walk for long distances in search of safe water due to acute scarcity.
Ms Anna Ayopo, a resident of Nakayot village in Napak District, last week said most people have to wake up as early as 3am to trek to water sources.
She added that once she gets to the borehole, she has to stand in a long queue for several hours because of the number of people.
Ms Ayopo said most of the rivers that flow from Napak hills have dried up following intense drought.
“Getting water for cooking, bathing, washing clothes and drinking has become rather difficult for several families. I appeal to government to provide rain water harvesting facilities to the residents when the rains begin,” said Ms Ayopo.
The Adventist Development and Relief Agency (ADRA) public relations officer, Mr Booker Ajuoga, said Napak District is the most affected.
Mr Ajuoga attributed the water shortage to the persistent dry spell that has affected the water table.
He said about 4,000 people have migrated from their homes to Didiit, Kalokosi, Nakapei, and Loolam in search of water.
“Most boreholes have had their water level reducing in Karamoja sub-region as a result of the excessive heat, causing untold evaporation. The springs and streams have dried up, posing danger to the people,” said Mr Ajuoga.
Mr Musa Lowot, the Moroto District water officer, called for urgent intervention by government and other partners to address water problems in the semi-arid sub-region.

Blasts hit two Nigeria bus stations, at least 27 dead
Two blasts rocked bus stations in embattled northern Nigeria on Tuesday, killing at least 27 people, as relentless attacks persist less than five weeks from general elections
The first, which killed 17 people was caused by a bomb that ripped through a station on the outskirts of Potiskum, in northeast Yobe state, which has been targeted repeatedly by Boko Haram Islamists.
Roughly four hours later, two men blew themselves up after getting off a bus at a busy terminus in Kano, the north's largest city and another frequent Boko Haram target. Ten people were killed.
The Nigerian militant group has been blamed for more than 13,000 deaths since 2009 and has in recent weeks expanded its uprising into neighbouring countries, raising fears of a regional crisis.
In Niger on Tuesday, a mine planted by the insurgents killed two soldiers and injured four others in the Diffa region bordering Yobe, a security source said.
Niger this month joined Cameroon, Chad and Nigeria in a joint operation aimed at crushing Boko Haram's uprising, and many expected the Islamist rebels to launch cross-border reprisals.
Nigeria had hoped the four-nation offensive could contain the violence before elections initially scheduled for February 14 but which were postponed by six weeks because of the insurgency.
But with the bloodshed continuing on a nearly daily basis, security fears remain high ahead of the March 28 vote.
- 'Huge explosion' -
The Potiskum explosion occurred at the Tashar Dan-Borno motor park on the outskirts of the city immediately after a man put a bag in the boot of the bus and then tried to board.
"The bus had just loaded with passengers on its way to Kano when a huge explosion happened inside the bus at exactly 11:40 am (1040 GMT)," said a driver's union official at the bus station.
Potiskum was also attacked on Sunday, when a young girl detonated explosives strapped to her body at a crowded market.
Thirteen dead and 31 injured were initially brought to Potiskum General Hospital after Tuesday's blast, according to a nurse at the facility, but she added: "Four more died here.
"So, we have 17 dead and 27 people with injuries."

Giants need more out of Buster Posey going forward in World Series
For several weeks in the middle of the regular season, the Giants were in a tailspin and it looked like they would miss the postseason altogether. They went 20-36 from June 9 through Aug. 12, a slump that saw them fall from nine games up in the NL West to only a half-game up on the second wild-card spot.
The Giants turned things around soon thereafter thanks in large part to Buster Posey, who hit .354/.403/.575 (181 OPS+) with 12 home runs and 43 RBI in 61 second-half games. That performance surely earned him plenty of MVP votes after the season and definitely helped San Francisco get to the postseason.
During the team's run to the World Series, Posey has been mostly a spectator rather than a big part of the offense. Oh sure, he is hitting .288 in the team's 12 postseason games, but he hasn't hit for any power. Zero power. He has 15 hits and all 15 are singles. He has walked only three times and once was intentionally.
Posey has driven in five runs in those 12 games; three came in one game, Game 4 of the NLCS. He drove in the tying run in the first with a sacrifice fly, singled in another run to cut the Cardinals' lead to 4-2 in the third, then singled in the go-ahead run in the sixth. That game was vintage Posey.
It is also the only game so far this postseason in which Posey has had a real impact. Win probably added, or WPA, which measures how much a player improves his team's chances of winning based on historical data, says Posey has been the Giants' second-worst position player this postseason, better than only No. 8 hitter Brandon Crawford.

Outside of that grand slam in the NL wild-card win over the Pirates, Crawford has been pretty terrible this postseason. Sandoval's gaudy batting line comes with an ugly WPA mostly because of NLCS Game 2, when he grounded out to end the top of the ninth with the bases loaded and the score tied at 4. That one groundout was worth minus-0.163 WPA all by itself. Kolten Wong led of the bottom of the ninth with a walk-off home run.
Posey, on the other hand, has registered a negative-WPA in 10 of his 12 postseason games this year. So, unlike Sandoval, he has been a consistent drain on the offense. Posey's only two positive-WPA games were Game 4 of the NLCS (+0.213) and Game 1 of the World Series (+0.018), when he went 1 for 4 with a first-inning single. No other Giants player has more than eight negative-WPA games this postseason and only Panik (eight) and Crawford (seven) have more than six.
This isn't to say Posey is a bad player. He's obviously excellent. One of the five best in the world, in my opinion. He's just having a low-impact postseason for whatever reason. Fatigue, poorly timed slump, who knows. It's not the first time it has happened either -- Posey had 12 negative-WPA postseason games in 2010, the all-time franchise record, and the Giants won anyway. It's just one of those things.
San Francisco can certainly win the World Series with Posey hitting an empty .288 from the No. 3 spot in the lineup, but their chances of winning would be much greater if he started hitting like, well, Buster Posey. Power, average, on-base ability, the complete package. This singles-hitting version hasn't been of much help so far.
